항로에 진출하다
“부회장님, 큰일입니다.”
“이 사장님, 무슨 일인데 난리에요?”
이마바리 조선소에 화물선 발주를 넣을지 얼마 지나지 않아 이창동 사장이 다급하게 보고했다.
“다음 달부터 해운 선사에서 미국으로 가는 운임을 두 배로 올리겠다고 합니다.”
“양심이 없는 사람들이네, 한 달 만에 운임을 두 배로 올린다니. 해운사를 다른 곳으로 알아보세요.”
“다른 곳도 비슷한 요구를 하고 있습니다. 서로 담합한 모양입니다.”
미국으로 수출하는 상품을 취급하는 해운 선사는 많지 않았다. 대부분 원조로 받는 곡물과 원재료를 한국으로 수송하는 배였다. 한국에 그것들을 내리고 수출품을 실었다.
“그동안 저렴하게 이용하긴 했어요. 그래도 한꺼번에 두 배로 올리는 것은 심하네요.”
돌아갈 때 빈 배로 가는 것보다 뭐라도 채워가는 것이 나았다. 그동안은 수출품을 싸게 운송해 줬다.
한국의 비중이 그리 크지 않았다. 그들에게는 일본 시장이 주력이었다.
“저희의 수출 물량이 늘어서가 아니겠습니까?”
미래 그룹이 의류와 봉제 시장에 뛰어들자 미국으로 가는 물동량이 늘었다.
“우리뿐만 아니라 다른 회사들도 수출을 시작했으니……. 미국으로 가는 물량이 상당하긴 할 거예요.”

빠르게 늘어나는 화물에 해운사들은 제값을 받기 시작했다.
“이번에 두 배로 올리는 것은 지나칩니다.”
이창동 사장이 열변을 토하고 있었다. 해외 해운 선사들이 제값 받는 것에서 나아가 이제는 폭리를 요구했다.
“문제군요. 운임을 두 배로 올리면 회사의 이익이 큰 폭으로 줄 것인데…….”
봉제는 인건비 장사였다. 수입해 오는 실과 천값에서 수출하는 의류값 사이의 차액을 먹는 일이었다. 인건비가 저렴한 한국에 유리한 산업이었다.
현재 한국에서 수출하는 의류와 봉제품은 저가품이었다. 수출 가격이 그리 높지 않았다. 저가품이라 부피와 무게는 상대적으로 많이 나갔다.
지금의 운임에서 가격을 두 배로 올리면 수출 업체에 상당한 부담이 되었다.
‘의류와 봉제 사업도 판매가가 낮으니 운송비 비중이 만만치 않아.’
“중석(텅스텐)은 어떻게 한다던가요?”
한국에 의류와 봉제보다 운송비가 더 큰 문제가 되는 상품이 있었다. 텅스텐 광석이었다. 의류와 봉제, 가발이 수출되기 전 대표적인 수출품이었다. 한때 한국 수출액의 60%를 차지했다. 텅스텐 가격 변화와 수출 물량에 한국 경제가 흔들렸었다.
텅스텐 광석은 부피가 크고 무거운 만큼 운임 인상에 큰 타격을 받았다.
“미국의 전략 물자라, 이번 인상에서 제외했다고 합니다.”
텅스텐은 무기에 많이 사용되는 재료였다. 미국에서 필요한 물자였다.
“이건 우리를 노린 것이네요.”
텅스텐은 미국 정부의 입김에 운임을 함부로 올릴 수가 없었다. 다른 품목의 운임을 올려 많은 이익을 남기겠다는 의도였다.
“부회장님, 물건을 일본으로 보내어 그곳에서 미국으로 수출하는 것은 어떻겠습니까?”
“아마 그쪽으로도 손을 쓸 거예요. 그래도 시도는 해 보죠. 이대로 당할 수는 없어요.”
상품을 일본으로 보내어 미국으로 우회 수출했다.
“부회장님, 일본의 항구에서 싣는 한국 상품도 운임을 올려달라고 합니다.”
“결국 그들이 눈치를 챘네요.”
일본을 경유한 상품도 높은 운임을 요구했다. 그들도 한국과 일본의 사정을 잘 알았다.
한국으로 오는 해운 선사는 대부분 일본을 경유했다. 한국에서 출발하는 배는 일본에서 추가로 화물을 싣고 미국으로 향했다.
일본의 대미 수출량이 빠르게 늘고 있었다. 미국으로 돌아가는 선박에 화물을 가득 채워갔다.

“남 좋은 일만 시켜 주고 있어요.”
수출로 벌어들이는 외화 중 상당한 금액이 운임으로 빠져나갔다. 외화를 쓸 곳이 많은 미래 그룹으로는 뼈아픈 일이었다.
“부회장님. 저희도 미주 항로에 취항하는 것은 어떻습니까?”
“괜찮기는 한데…… 선박에 여유가 없어요.”
미래 그룹도 해운을 가지고 있었다. 미주 항로에 취항하는 것이 불가능하지는 않았다. 하지만…… 보유한 선박이 부족했다.
일본으로 많은 물품을 수출했다. 시멘트와 수산물, 식품, 봉제까지 수량과 종류도 많았다.
미주 항로에 새롭게 투입할 선박이 없었다. 미래 해운은 일본으로 수출하는 물량을 처리하기에도 버거웠다.
“우선 이마바리 조선소에서 선박을 인도받을 때까지 기다리죠.”

이마바리 조선소에 발주한 3만 톤급 화물선을 인도받으려면 아직 시간이 많이 남아 있었다.
‘이런 상황이 계속되면 좋지 않아.’
미국과 한국을 연결하는 항로에 미래 해운이 취항해야 했다. 그것은 수출품의 운송비를 낮추어 국가의 경쟁력에도 도움이 되었다.
그 항로에 취항하여 돈도 벌고, 비용도 아끼고, 국가 경쟁력에도 도움을 줄 생각이었다.
최고의 재벌이 되기 위해서는 한국이 저번 회차보다는 빠르게 성장해야 했다. 그러기 위해서는 수출이 뒷받침해 줘야 했다.
수출로 국내에 외화가 들어와야 내수도 성장했다. 그렇게 양쪽으로 많은 수요가 있어야. 새로운 산업으로 진출도 가능했다.
지금은 수산물과 시멘트와 같은 원재료와 의류와 봉제 같은 경공업 제품을 하지만, 더욱 큰 산업도 시작해야 했다.
화학 공업과 제철 산업과 같은 대규모 장치 사업을 하기 위해서는 우선 국내에 충분한 수요가 있어야 했다.
외국 시장만을 상대로 하는 방법도 있지만, 국내 수요가 받쳐 주지 않으면 그만큼 더 힘들었다.
전자나 자동차도 마찬가지였다. 내수 시장이 바탕이 되지 않았다면 그렇게 크기 어려웠다.
국내 시장은 새싹이 자라는 토양과 같았다. 혼자서 홀로서기를 할 때까지는 그런 토양이 필요했다.
미주 항로에 취항하기 위해 이마바리에서 주문한 배가 빨리 인도되기만 바랐다.

인내심의 한계에 다다랐다. 운임을 올리는 것을 다 받아 주자 호구가 되었다. 다른 방법이 없는 것을 알고 더 그러는 것이었다.
“이 사장님, 우리도 빨리 미주 항로에 취항해야겠어요.”
“부회장님도 아시겠지만…… 선박을 인도받으려면 아직 많은 시간이 남았습니다.”

배를 빌려서라도 미주 항로에 취항하기로 했다. 그들에게 계속 호구가 될 수 없었다.

“부회장님, 이마바리 조선소에서 5만 톤급 벌크선을 판다고 합니다.”
“갑자기 그런 배가 어디에서 생겼어요?”
“선주가 잔금을 못 치렀다고 합니다.”
생각보다 선박의 인도가 취소되는 경우가 많았다. 조선소 수주 물량의 20~30%에 달했다.
조선업의 고질적인 문제였다. 선박 인도 취소가 많이 나오면 조선사가 휘청거릴 정도였다.
선주들은 설계 변경이나 인도 지연 등 다양한 이유로 계약을 취소했다. 발주를 내고 선박을 인도받는 기간이 길었다. 그 사이에 여러 가지 일이 발생했다.

그럴 경우 영국의 해사 재판소에서 긴 소송에 들어간다. 조선소는 이미 받은 돈을 비용으로 처리하고 선박을 팔아 돈을 회수하려 했다.
마침 그런 선박이 하나 생겼다. 이창동 사장이 선박을 알아보는 와중에 이마바리 조선소에서 그 이야기를 듣고 연락이 왔다.

인도 거절하는 배가 생기자 그들은 먼저 미래 그룹을 떠올렸다.

“한 번에 일시금으로 낸다면 90억 엔까지 해주겠다고 합니다.”
“일시금이기는 하지만…… 괜찮은 조건이군요.”

수주를 받는 배와 달리 이미 완성된 배는 일시금으로 받고 빨리 처분하는 게 나았다. 배가 안 팔리면 돈이 묶이고 이자 비용이 나간다.

“괜찮은 생각인 것 같습니다.”
1만 톤 선박을 미주 항로에 투입하자 해상 운임이 바로 내려갔다. 외국 선사들이 항로에 경쟁사가 생기자 운임을 크게 낮춘 것이다.
운임을 덤핑에 가까울 정도로 내렸다. 새로운 경쟁자를 죽이기 위해서였다.
“5만 톤급 선박을 미주 항로에 투입했으면 큰일 날뻔했습니다.”
“그러게요. 빈 배로 운항할 뻔했어요.”

그런데…… 의외의 곳에서 문제점이 발생했다. 그것은 일본 항로였다.

“한일 항로는 구간이 짧습니다. 같은 기간에 미주 항로보다 10배는 더 다녀올 수 있습니다. 미주 항로로 물동량을 계산하시면 안 됩니다.”
‘아…… 거리를 생각하지 않았구나.’
미주 항로와 일본 항로는 5만 톤급 배를 투입했을 때 운송할 수 있는 화물의 연간 총량이 달랐다.
일본 항로가 10배 이상 더 많은 화물을 수송할 수 있었다.
‘너무 미주 항로 위주로 생각했어. 10배면 5만 톤이 50만 톤이 되는데. 연간 20번을 왕복하면 백만 톤이야.’
일본은 한국에 가까웠다. 1년에 20번 이상 왕복 가능했다.
미주 항로의 위험을 피하고자 5만 톤급 선박을 일본 항로로 돌린 것에 생각지도 못한 문제가 생겼다.
“부회장님, 선박의 운항 횟수를 줄여야겠습니다.”
그 문제는 운항 횟수를 줄이면 되었다. 그러면 빈 배로 가지 않고 연료비도 줄였다. 하지만 그러기에는 아까웠다.
그 배는 비싼 외화를 주고 산 배였다. 쉴 시간이 없이 돌려야 빨리 본전을 뽑았다.
‘선박은 감가상각도 생각해야 해.’

선박의 운항 횟수를 줄이는 것보다 일본으로 수출 물량을 늘리는 게 더 나았다.
마침 이마바리에서 화물선을 사고도 외화에 여유가 있었다.
‘여유가 되는 외화로 다른 일도 추진해야겠어. 뭐가 좋을까?’
그때 좋은 생각이 떠올랐다.
‘그래, 그거야!’
그것은 일본으로 수출 물량도 늘리고 새로운 사업을 시작하는 기반이 될 것이었다.
이제는 슬슬 그 사업을 시작할 때가 되었다. 저번 회차보다는 빠르지만, 다른 방법으로 진행할 생각이었다.
